How can McCain post the results of a governmental agency review on the Internet?

During her speech, Florina mentioned that McCain will conduct a governmental agency review and post the results on the Internet. Yet by his own admission, McCain cannot use the Internet. How is this going to happen? Are these more lies and pandering?
