I'm not a person to say it's time to move on, but "I think it's time to move on". You have offered to help and it sounds like you've tried every angle. I sure it will just frustrate you more the longer you are there. I suggest you try to find a place that will appreciate your effort to help. They cannot fire you or let you go because they haven't given you that review. Reviews are for their benefit as well as yours. If you cannot get the feedback to correct any problems, they have no recourse to let you go. And, if they do, you can sue them. Typically, if they are not anxious to give you a review, that old saying "No news is good news" applys. ~?~ You do have something going for you from their lack of response. Writing up performance evaluations is difficult for most people to do. My company is terrible at this too.
